PLACE BASED FUNDING APPROACH
In June 2009, the First 5 LA Board of Commissioners adopted its 2009-2015 Strategic Plan entitled Strengthening Families and Communities in L.A. County.  In order to maximize the potential for success, it is essential that place-based efforts be driven by the communities themselves. The community members will determine and prioritize the changes they want to see in their communities, and First 5 LA will work with them over a period of years to achieve these changes. Through this community planning process, the communities will develop the capacity to continue making desired changes on their own well into the future.

The planning process is expected to take a minimum of 15 months and will culminate with the submission of a written proposal of a five year implementation plan that community members will submit to First 5 LA for funding.

The community planning process will include: regular collaborative meetings, community assessments, on-going capacity building and training on effective collaboration, finalizing target community boundaries, development of a community governance structure, preparation for communities to engage in community-driven research and technical assistance.

In order to ensure a community-driven process, each community will select a fiscal agent and a community facilitator who will play a pivotal role in guiding the community through the planning process.

REQUEST FOR QUALIFICATIONS
First 5 LA is seeking a consultant(s) to direct a team of community facilitators who will work with community partnerships and guide them through an 18-month planning process expected to run through December 2011 in target communities in LA County.

The Supervising Facilitator will have three broad functions:

  • Supervise and coordinate the community planning process in 14 communities
  • Provide initial and on-going training and technical assistance for community facilitators
  • Document the planning process and provide a written report

All questions and requests for additional information regarding this RFQ must be received in writing by First 5 LA via mail, fax, or email before 5:00 P.M. on Wendesday, July 7, 2010. (Please note the deadline for questions was extended. The original date was July 2, 2010)  First 5 LA reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information. HOW TO APPLY
To provide a response to this RFQ, applicants are requested to submit a complete application online to First 5 LA no later than 5:00 P. M. on Friday, July 9, 2010. No hard copy submissions will be accepted. For online application and instructions, please click here.
