In June 2009, the First 5 LA Board of Commissioners adopted its 2009-2015 Strategic Plan entitled Strengthening Families and Communities in L.A. County. This new approach will allow First 5 LA to focus on strengthening families, while fostering the communities' abilities to create and sustain safe and nurturing places for children to grow and thrive. In order to maximize the potential for success, it is essential that place-based efforts be driven by the communities themselves. Participants will determine and prioritize the changes they want to see in their communities, and First 5 LA will work with them over a period of years to achieve these changes. The community planning activities will include: community tours and assessments, on-going capacity building and trainings, development of a community governance structure, community-driven research and technical assistance. First 5 LA will identify a pool of fiscal agents to potentially serve targeted communities through this Best Start Community Partnership Fiscal Agent Pool. The selected Fiscal Agent will work with community partnerships through an 18-month planning process expected to run through December 2011 in one of the target communities in LA County. The Community Partnership Fiscal Agent will be responsible for dstributing funds to at least one of the 13 community partnerships; holding, disbursing, accounting for and reporting of funds for the community partnership; and safeguarding and promoting the mission or purpose of the funds.
An information session for the Best Start Community Partnership Fiscal Agent Pool RFQ will be held on Tuesday, September 21, 2010 at 1:00pm - 3:00pm at First 5 LA (750. N. Alameda Street, Los Angeles, Ca 90012). A list of frequently asked questions received at this information session will be compiled and can be accessed here. Participation in the information session is highly recommended but is not required in order to apply for this opportunity. All questions and requests for additional information regarding this RFQ must be received in writing by First 5 LA via mail, fax, or email no later than October 5, 2010. First 5 LA reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information.
